If the non vpn result is correct, the vpn result must be measuring something other than your physical connection, it must be measuring the part of the circuit between the vsp and the source of the downloads, not your physical connection at all. It looks like the previous one is actually your copper pair line, but is somehow using vodafone in Brisvegas for some reason. Makes no sense at all and my explain why your copper pair test with no vpn makes no sense at all if it is actually that test.
