The first one because its much more than JUST a reader now.

It needs to be able to manage downloads
when you are asking it to show you a pdf
that it has to download to show it to you.

It needs to cooperate with other cooperating native
apps, because it is what is used to display pdfs in
browsers and other stuff like cloud clients etc.

It uses your browsing history to see which pdfs
it has already downloaded so it doesn’t need to
download them again if it has done that already.
