Adopt Time::ParseDate?

Hello all,

It turns out the bug reported in this PR:

https://github.com/muir/Time-modules/pull/10

ends up impacting RT if you pass in a date in "unknown" format, since we 
rely on Time::ParseDate as one of the options to guess at unknown date 
formats.

We can adopt the Time::ParseDate module and release a new version.
