The whole development process can be based upon either the Virtual 2 emulator that supports host file folders as DOS 3.3 disk images (being tested on my Mac OS X) or using the Merlin 32 tool by Brutal Deluxe (tests to come, in particular for outputting DOS3.3 simple structure binary files as its output format). -- Growing old is mandatory.. growing up is optional.. But the other way round is as true.
