Yep, maybe. But with medical insurance when you have a condition the premiums 
go up, that's if you can get insured for it again at all. You only need to look 
at how insurance for pets puts vet prices up.

From my short time working as an admin in the NHS I reckon a big problem with 
it is that with it being "free" it isn't valued by some people, for instance, 
some patients make appointments and then DNA. That happens a lot because they 
haven't paid directly for it. I think a refundable deposit if they attended 
would make them value it. Then there is the health tourists that haven't paid 
anything into it at all. Credit card before treatment would stop some of that.
