Und mache mal ein

  C-h v mm-body-charset-encoding-alist RET

und ein

  M-: (add-to-list 'mm-body-charset-encoding-alist '(utf-8 . quoted-printable)) RET

(gilt nur für die aktuelle Sitzung).

Nur so als grobe Anregung. Die Sache erscheint mir kompliziert.

Ein allgemeiner Hinweis aber noch:
IIRC darf laut Flowed-RFC mit format=flowed nicht QP verwendet werden.
