That's not a parameters, it's an environment variable.  I suggest you 
look up that term in MS's sorry excuse for an operating system's user 
manual...

You didn't find that because setting the working directory has nothing 
to do with what these options do.  If you want to change the initial 
working directory, you have to do that as part of the way you _start_ 
gnuplot (e.g. on MS Windows it's a parameter of the desktop shortcut 
settings).
