Basically, on the assumption that I'm working with uarts that have
16-byte fifo's, and that I'm enabling them correctly:

Given an empty fifo as a starting point, I can't seem to write data to
the fifo any faster than they're leaving the uart through the transmit
register.  I should at least be able to fill up the tx fifo really
quickly - even before the first byte has been fully transmitted out of
the uart.
