The police inside the stadium are paid for by the clubs.

Anfield has a capacity of 61,276

This means that on any one matchday there are potentially 61,270
fans all converging on the one location and ideally hoping
to arrive around the same time just before kick-off and leave
around 100 minutes later; in stadiums sometimes built on the
edge or in the middle of residential areas.

Now clearly this will be staggered somewhat with some fans
arriving early and hanging around afterwards based on their
regular experience But all this can be subject to delays,
motorway breakdowns, cancelled train and bus cancellations
etc. leading to bottlenecks at various points when the
aim is to keep all 61,276 fans moving and as smoothly
as possible/.

So that regardless of any possibility of misbehaviour,
on matchdays police in the local area outside the grounds
assume responsibility for keeping things running smoothly
via control rooms, much helped nowadays by CCTV
