You'd have to to to news.groups.proposals, but don't hold year breath! comp.lang.asm.x86 was made a moderated group, and is now, thanks to a single now-deceased moderator, dead, and attempts to revive it have so far failed miserably, and it's apparently not possible to remove the this-is-a-moderated-group flag...
