This seems like a good move. Although I don't support full legalization (weed stinks up any place it's in) I can see the necessity of reducing the kind of punishments and consequences someone can get for smoking it, especially considering, like you said, how ubiquitous it is in American culture. I think a mix of weed legalization and weed awareness (yes, it's addicting, et al) would really help in balancing this social topic.
