Leaving aside for a minute the fact that this isn't actually true...

Population of Scotland - 5m

Population of London on working day - 12m

And given that if London is covered in snow then the rest of the south 
east will be waist deep, actual affected population will be 20-25m

The difference in economic impact will be even greater.

A sense of perspective is required.
