Surprisingly enough it's called !Base64. It's in Internet.tools in OS5. It does load up. The background is that on another mailing list some members were getting what they described as "gobbledigook" but turned to be the body of the message in Base 64 encoding. So I copied and saved the b64 as a text file. I then found that there are quite a few converters on the web so the immediate problem was solved.
