Everywhere in the universe.  Matter (electrons etc.) glide through it, as it is infinitely small and elastic.
There is no loss of momentum involved in such motion as aether is infinitely fine.

Every wave needs a medium.  The medium of electromagnetic waves is aether.
Its properties relate to electric permittivity, magnetic permeability, dielectric constant for the purpose of speed of propagation.
