Z tego co się orientuję, to Debian teraz używa systemd.  W systemd masz
(OIDP) getty service, które będzie odpalone na żądanie.  
Może coś w ten deseń:

for vt in 1 2 3 4 5 6;do sudo systemctl enable getty@ttu${vt};done
