The link on my machine is "C:\Program Files (x86)\Microsoft SQL 
Server\130\Tools\Binn\ManagementStudio\Ssms.exe".

I run Windows 7, and I also have SSMS 2016 on Windows 10. I have never
seen Windows 8.1, so I can help specifically with that OS, but as I 
understand it, 8.1 has a start menu.

Beware that the page you went to points to a web installer, so the
direct download will not give you much.
