AFAICS the problem is that IUSE enables +sbcl as default, but dev-lisp/sbcl is not keyworded for riscv. Adding (e.g.) the following line to profiles/arch/riscv/package.use should fix it: sci-mathematics/maxima clisp All of clisp, ecl and gcl are keyworded for riscv, so you can pick any of these flags in package.use.
