There isn't some dedicated phone number. See: https://www.debian.org/support There is IRC, though, if one needs "live" interactive support - but also, if one uses that, check back later in the logging of IRC communications - sometimes a response may also come someone later - so one might miss the answer(s) one is looking for if one doesn't also check back later. One can also find/buy paid commercial/professional support, but Debian doesn't itself provide that. But there are, e..g. consultants and vendors who do. E.g. see Debian's list of consultants, also, some vendors do - or at least have - offer(d) commercial support, e.g. I know at least HP does/has sold such (but only for Debian on HP equipment), there may be other vendors too (I haven't checked in a while). There's also ELTS, which for support, is a paid service.
