I had no idea what Okteta was until now. I did "apt install okteta".

I typed "okteta foo.txt", it opened a GUI showing the contents of that file.

I used my mouse to click on a random letter that I wanted to changed,
pressed a key on my keyboard and observed the letter change. I pressed
"Save" in the top menu bar. I closed the program.

The file "foo.txt" had now changed.

Conclusion: Yes, it's probably something on your side that is breaking things.
