I still struggle with the bug system. I got this mail. What does it 
mean? Can someone translate this for human begins?

I see no relevant context in the linked mailing list mail from year 
2006.

And what triggers such mails?

I was not able to find a "bts-link" package to open a ticket. Is 
"devscripts" the related package I should use?

Hi Christian,

I think the message you got was triggered by activity on either
https://bugs.debian.org/1106754 or
https://github.com/bit-team/backintime/pull/2163 .  The bts-link tool's
purpose it to keep the Debian Bug Trackins System in sync with relevant
information on upstream activity like e.g. github Pull Requests.
