I've prepared an update for python-lap to 0.5.13-1.

python-lap (0.5.13-1) unstable; urgency=medium
  * New upstream version
  * Standards-Version: 4.7.4 (routine-update)
  * Reflow Uploaders field (cme)
  * Remove Priority field (cme)
  * Drop 'Rules-Requires-Root: no' from d/control (routine-update)
  * d/patches: all merged upstream, deleted
  * Update watchfile to v5 and github - pypi contains generated cython
  * Add d/add gbp.conf to set branch names
  * Removed archive from debian/upstream/metadata
  * Removed unnecessary d/source/lintian-overrides for long lines
