Yet another busywork change...

I remember that enabling Salsa CI by setting that GUI setting to 
"recipes/debian.yml@salsa-ci-team/pipeline" was also done by humans with 
intention. Per-package.
https://wiki.debian.org/Salsa/Doc#Salsa_CI_setup still recommends it.
