The remedy to this could be to leave the "master" branches alone and 
work on "debian/experimental" branches until we feel confident 
publishing the updates in sid, WDYT?

You can still import the newer releases in upstream and pristine-tar, 
and just delay the merge on master. It would only causes minor issues 
(as in making it necessary to rewrite some history of those two 
branches) if you wanted to import a new release of e.g. a previous major 
branch still maintained upstream, but that's rather unlikely to happen 
in practice.
