Build not finding installed Java library?

Hi Java Maintainers,

I'm on one of the last Java dependencies for Bazel but I'm a bit stuck. For
some reason opencensus-api will not find the auto-value dependency, even
though it is clearly installed. I even looked into the chroot and the jar
files were there. I can't see anything obvious in the build log [1] but
maybe one of you will?

I can't figure out why the build seems to be unable to locate them. Any
insights would be greatly appreciated!! Thanks!
