To be more precise, it was already existing when we finished DEP5, but
one of the reasons we did not align with it is that it lacked a syntax
for describing license exceptions.

It got one since then, see
https://spdx.org/licenses/exceptions-index.html.

I am all for aligning more strongly with SPDX now.
