Dear fellow developers,

Following the end of the previous delegation, Debian was left without an
active Data Protection team. This situation has understandably drawn
external attention and highlighted the importance of having a clearly
identified point of contact for data protection matters within the
project.

I am therefore very pleased to announce that new volunteers have stepped
forward, allowing us to re-establish the Debian Data Protection team
with a fresh delegation.

Delegation
----------

I hereby appoint the following as members of the Debian Data Protection
team:

 - Aigars Mahinovs       <aigarius>
 - Andrew M.A. Cater     <amacater>
 - Bart Martens          <bartm>
 - Emmanuel Arias        <eamanu>
 - Gunnar Wolf           <gwolf>
 - Kiran S Kunjumon      <hacksk>
 - Salvo Tomaselli       <ltworf>

This delegation replaces all previous delegations of the team.  The
delegation is not time-limited; it will be effective until further
changes by present or future Project Leaders.


Task Description
----------------

How we handle personal information is something the entire project needs to
be aware of. This team provides a centralised point for both external and
internal queries to ensure Debian takes appropriate care when dealing with
such information.

 - Single contact point for external queries about data the Project may
   hold.

   It is accepted that Debian is a large and complex project especially
   when viewed from the outside. Services under the debian.org
   infrastructure are often operated by different project members with no
   consistent method of reaching them. The Debian Data Protection team
   provides a central coordination and advisory role to support this work
   and to help ensure that appropriate care is taken when dealing with
   personal information.

 - Advice service for project members.

   Data protection is an issue all service owners need to be concerned
   with. The Debian Data Protection team will provide guidance to Project
   members about how to apply appropriate data protection principles to
   their service such as data minimisation, appropriate retention policies
   and dealing with deletion requests, etc.


Authority and Cooperation
-------------------------

In order to effectively fulfil its tasks, the Debian Data Protection team
must be able to rely on the cooperation of other teams and service owners
within the project.

Where the team determines that action is required to address data
protection concerns or legal obligations, teams responsible for relevant
services are expected to follow the advice of the Data Protection team.
This includes, but is not limited to:

 - The Mailing Lists admins
 - The Bug Tracking System admins
 - The Archive Operations team
 - New Members Front Desk
 - MRs for web content
 - Uploads of packages

This authority is limited to matters directly related to the handling of
personal data. It does not otherwise transfer ownership or ongoing
responsibility for services.
