È un'espressione che non sentivo da almeno 15 anni... :D

Significa "commentate".

Per rispondere alla domanda originale: ovviamente rallentano (di 
pochissimo) il download e rallentano (di pochissimo) il rendering, ma 
stiamo parlando di microsecondi.

A meno che non ci siano altri motivi, commentare o cancellare non cambia 
molto.
