In generale no, i doppi apici sono previsti negli standard.
Pero', difformemente dagli standard, alcuni db possono essere 
configurati per utilizzare il nome con doppi apici equivalente al nome 
senza, ma poi intervengono le eventuali regole del file-system o regole 
interne al db stesso. Ad esempio, alcuni db per poter utilizzare questa 
equivalenza ed ottenere l'insensibilita' del nome al case, impongono che 
il nome definito tra doppi apici sia tutto maiuscolo (credo sia anche il 
caso di hsqldb). Inoltre alcuni db permettono questo tipo di 
nomenclatura limitatamente ad alcuni tipi di oggetti sql, in  genere 
catalog/schema/table.
Altri db, come MSSQLserver, utilizzono ulteriori separatori come le 
parentesi quadre nel caso di MSSQLserver.
Insomma diventa un bel casino, quindi convengo che l'utilizzo debba 
essere limitato ai soli casi d effettiva necessita', come ultima 
spiaggia. Oppure interporre un orm che faccia il suo mestiere che trovo 
sia sempre la scelta piu' vantaggiosa.
