When I do that it launches MATE Terminal. Try launching MATE Terminal first, and then run emacs with emacs -nw You could also look at the process list and see what terminal is running. ps aux Emacs isn't usually installed by default, but Debian 9 is rather old, I can't even remember if I used it.
