If you are using Linux, you should be aware that it defaults to using "relatime", meaning that atimes are only updated under certain circumstances. The correct (POSIX compliant) behaviour is achieved by mounting the filesystem with the "strictatime" option. See http://man7.org/linux/man-pages/man8/mount.8.html for further information.
