It's not part of POSIX yet; but the current wording in that bug report
is the probable starting point for including it in the next major
revision of POSIX (which will be known as Issue 8, and is several years
out on the horizon).  The intent of the austingroupbugs.net pages is to
document what people can start implementing now, even before POSIX
finally makes it official.

And this very issue has just been under some recent revisions; comment
2793 mentions that some wording revisions were proposed just last month.
