Pas du tout. Le JRE peut être local à l'application. C'est ce qui se 
fait couramment avec les clients RCP éclipse.

Vers les années 2000 il y avait un outil windows qui permettait de faire 
ce genres de trucs avec les jar arbitraires. Je ne retrouve plus son 
nom, mais de mémoire c'était un français (free.fr) qui faisait cela.
