Er _darf_ bis zu x Ohm haben, bei Vorliegen entsprechender bestimmender Verhältnisse.
Hat er aber nicht, wenn alles, was dazu vorgeschrieben ist, an ihm parallel geschaltet ist.

Den Text der DIN VDE 0100-410 habe ich gepostet.
Der gilt und erzwingt alle genannten Parallelschaltungen.

Daß dort eine Blitzableitung stattfindet, ist unverhinderbar!
