Jein. Standardisiert ist die CDC-Klasse, welche jedoch neben der 
USB-seriell-Umsetzung "eigentlich" auch eine Modem-Emulation mit 
AT-Befehlssatz vorsieht.

Einige Chip-Hersteller setzen trotzdem auf CDC und ignorieren die 
Forderung nach einer Modem-Emulation, andere setzen stattdessen lieber 
auf ein proprietäres Protokoll, für das ältere Windows-Versionen einen 
Treiber benötigen.
