Pip arbeitet in diesem Fall in einer eigenen Umgebung und
sieht daher installierte Pakete gar nicht. Man kann ihm
mit "--no-index --find-links=...", aber sagen, wo sich ein
installationsfähiges setuptools-Archiv befindet. Dann geht es!
