Ich würde die Anleitung zunächst mal in zwei (drei) Abschnitte aufteilen:

1. Set up your project
   * Standard project tasks/settings/files
   * Project specific adjustments
2. Release process

Vielleicht lässt sich aus 1 a & b ja sogar ein cookiecutter-Template
bauen, dass einem die meiste Arbeit abnimmt.
