Nein, aber ...

... diesen syntaktischen PHP-Müll erkennt man auch ohne ORACLE-Kenntnisse.

Versuch's mal hiermit:

$stid = oci_parse($conn, "SELECT * FROM employees where first_name =
'Lisa'");

Oder hiermit:

$stid = oci_parse($conn, 'SELECT * FROM employees where first_name =
\'Lisa\'');
