Intel has not had significant enough upgrades to warrant upgrading that
Mac pro model. When I bought mine in June 2016, Intel documents shill
showed that chip to be "current" as of the end of 2015 (despite being a
few years old already).

Could Apple have done minor speed boost ? very likely.

yep. most of the delays are due to intel.

What Apple could have done (should have done) is upgrade the GPUs and
offer a choice of different GPUs.

While the Xeon chips in the MacPro are still excellent, the GPUs are
simply old at this point.
