IMO there is a divide between "updates" and major OS releases if only 
because of the large slice of bandwidth involved.  If I had uncapped (or 
a lot more) bandwidth, then I probably would be more forgiving.

Some (many?) do so w/o understanding the full consequences.  While that 
may seem petty to those in "the know" it is also what alienates those 
who get surprised by an overage charge.

Strange, I have never had automatic major OS DL's enabled on any of the 
Macs I have owned over the years, regardless of my circumstances of not 
having a bandwidth cap.

1) Not a government agency.

2) The company b/w cap is 1 TB / month and the company "burns" about 200 
GB per month.

3) As I am a major (not majority) shareholder, I think I can get away 
with it almost every time without risking the ire of the board, the 
other shareholders et al.

Indeed. What /is/ Mr. Browne talking about? I have never had a Mac OS
update or upgrade, minor or major, automatically download.

He is talking about the fact that if auto downloads are enabled then 
major OS updates are included.  He is of the belief that while a good 
option for the maintenance of s/w (for some people, he does not use it 
at all), that such should not apply to the bandwidth heavy downloading 
of OS updates.  He is quite correct to have such an opinion and nobody 
is compelled to agree with him.

Apparently my MacBook automatically downloaded Sierra today -- not of my 
doing. There is now a button on the Sierra screen (as seen in the Updates 
tab of the App Store) for me to click "Install."

I think I got that on whatever the previous update was; it informed me 
that it had been downloaded and was ready to go with out my asking for 
it first.

On IOS, it appears that the handset still downloads the OS updates even
on cellular (in Canada) despite not giving App Store access to cellular
and not wanting automatic downloads.

It would not suprise me if OS-X (sorry, MacOS) also ignored the setting
and downloaded stuff anyways (but follow preferences on whether to
launch update or not).

Nope, there's a setting for that too at System Preferences > Download
newly available updates in the background.

Why then would I get a notification "IOS x.y is now ready to install,
install now or later" WHILE ON CELLULAR ?

If that notification apprared while on wi-fi, I could understand. But it
it appeared while I was on the road, it means download completed on
cellular.  (it may have started on wi-fi before I left home).

note that it was revealed in the current net neutrality regulatory
process in canada that the carriers zero-rate hadset updates and it is
possible they told Apple to go ahead and push software updates via cellular.

I have not gotten any explaintion frm @AppleSupport on why the software
update was downloaded outside of Wi-Fi. (provided them with screen shots
of relevant settinfgs that prevent app store from accessing cellular).

because it downloaded it the last time you were on wifi and also while
plugged in, likely the night before.
