some folks make more trouble for themselves for no reason.

deleting all photos rather than reformatting avoids that issue entirely.

Agreed. I'm not sure why I would bother reformatting the entire card
when I can just delete the photos from it. It's often simpler to delete
photos than it is to reformat the card. When I enter the camera menu
system on my d90, I'm already at the Playback menu, and can just arrow
to Delete (if it's not already selected since it's at the top of the
list) and delete all or some of the images. I'd have to exit out of that
and go to the Settings menu to reformat the card. I'm almost never in
the Setting menu. So it's more trouble; and if it caused my computer to
nag me each time I did it, I'd definitely entertain the idea of deleting
the photos some other way. : )

I have a "Default Apps" extension in my System Preferences which lists
which app gets launched for what type of file/media/content type etc.

You can go through it and spot every instance where "Photos" is lauched
and either deleted it or replace it with Lightroom

What I don't see, though, is a way to control what happens when an SD
card is mounted. I suspect JF Mezei is making suggestions again without
knowing whether they will actually work (typical for him,
unfortunately). I'd be perfectly happy if he showed us how to control it
with RCDefaultApp, though. I just won't be holding my breath while we
wait. : )

It does mention "Camera" under "Media" and there it doesn't mention 
Photos, just iPhoto and ImageCapture with a greyed out "no entry" icon 
over them, the "other" option does not accept Lightroom. So the only 
logical action to use is "Ignore". That makes sense as Photos 
recognizes SD/CF cards as cameras.
