That raises the question as to why you are bothering with Photoshop at all?

You are going about things in a ham handed an inefficient way.
Adjustment layers in Photoshop are what makes Photoshop and many of the 
new OSX image editing apps such as Pixelmator, and Affinity Photo so 
powerful.

I suggest that you get yourself a good book on Photoshop, or take in a 
few video tutorials. I recommend starting with Scott Kelby's "The Adobe 
Photoshop CC Book" or Martin Evening's "Photoshop CC for Photographers" 
both are available from Amazon.

For videos I would start with Adobe and Julianne Kost. These are all free.

That should be plenty.

If you open your Photoshop preferences and check "Memory Usage" you 
will see "Available RAM". This is not going to be 32GB. it will 
probably read something like "28000 MB". The next line will read "Ideal 
range" for your 32 GB it will probably be something such as 15400-2016 
MB. I would select something within that range, probably around 18000 
MB. Don't try to allocate all 32 GB.

You need to change your methodology it is not giving you the best 
Photoshop can give you. No Photoshop user would ever recommend doing 
what you are doing.

Fusion is nice.  After you've used a given app (say Photoshop) a few 
times, suddenly it loads much quicker.  But it doesn't improve 
processing much (or probably at all).

For photos I'd store "in-work" photography on the iMac and library stuff 
in 2 or more external drives keeping one "off site" if possible.

So no real need for 3 TB (though my previous iMac had 2 after I upgraded 
it from 500 GB.)  My curreny iMac has 1 TB / Fusion.

I'd put money on memory (order 8 GB standard from Apple; then add 16 GB 
from Crucial (et al) to get up to 24 GB) rather than the internal HD.

What kind of memory?

I have 16 gigabytes in my current 2011 Imac.  I don't know if that's enough.

At the Crucial website, if you tell it what model you have (or perhaps
enter your Mac's serial number, can't remember), it offers you the
correct memory.

My experience with a 27" 5K iMac/3TB Fusion drive: go for the Fusion
drive for speed. 16GB of RAM is OK, 32GB gives an extra boost. My
advice: always buy the very best that you can afford.

You can't buy a current iMac with ATA drive, they come as SATA nowadays.

I'd go with the Fusion Drive

Consider adding more RAM (usually cheaper to buy at other places than 
the Apple Store)

Do frequent backups, recovering data from a defective Fusion Drive is 
nearly impossible...

or an SSD (at best).

HDD's are getting too slow to handle the Mac OS.

It's at least half true.  We (work) just bought a Mac Mini with a 500 GB 
HD.  It is remarkably slower than the laptop it replaces (same 
processor/memory but with SSD) when loading programs.  Once loaded all 
is well.

It's okay for the use we make of that Mac Mini but generally I'd always 
have SSD or Fusion for any computer I/we spend a lot of time using.

To whit, my SO's new MBA is nice and quick with an i5 @ 1.6 GHz.

I've been using a 'roll-your-own' fusion drive on my Mac Pro for 
several years now, and switching from HDD only to Fusion resulted in 
significant 'real world' speed increases.  Worth having I think.  Space 
limitations mean you probably have to go for Apple's proprietary Fusion 
drive, but I suspect (but not tried) you could spook up a 
'roll-your-own' fusion drive based on having SSD in the iMac and 
plugging in an external drive.  To best of my knowledge Fusion drives 
can be configured on any combination of drives that can connect to the 
Mac pre-boot (i.e. in Hardware).  Rolling your own fusion drives is 
pretty straight forward, and nailed on reliable in my experience.
