I've often thought there should be an exam:
"Adult Qualification Exam".
To take the exam you need only prove you are 15 or older.
IOW - I see no reason why a person's age suddenly turns them into an
adult at the stroke of midnight. I've known teenagers who were more
adult than many over 18; I've known 45 year olds who can't hold a candle
to those teens...
The exam would cover personal finance, basics about
civil/commercial/criminal law, justice system, government
operations/finance/taxation, personal responsibility for one's actions, etc.
You would need to pass to drive, vote, possess firearms outside the
home, attend a public university and so on...
