Plenty of people update to the new IS at the initial version, usually on their secondary machine if they are people who do real work on their computers (that is, email and such may be real work, but not what I mean). Also, people who rely on specialize third party software are smart to delay until they know their third party software works. But for mot people and most systems, there is no reason to delay. And most people do not delay. The uptake on 11.0.1 was huge, which is partly what overwhelmed the CDN.
