Action for folders AND subfolders

I want to trigger an action whenever a file is added to any of the
folders below a given folder.

For example:

My Top Folder
  |- Folder 1
  |- Folder 2
      |- Folder 2.1

I can attach a folder action to each folder, but the folders change and
attaching actions to them is not realistic. Also there are a couple of
hundred total folders.
