I tried to use TFA with Apple after Sierra and iOS 10 but ran into similar problems to yours. I also went to my account on Apple to "disengage it all". I have a standard fake birthday I use with all sites. I also noticed that I use my real birthday on the Apple site. Don't recall why I did that but maybe because of credit card info (?). There does not seem to be the means to changing the birthday entered.
