They came with the OS. They're the images that you see in the login 
dialog. The default "admin" user is usually assigned the "8-ball" unless 
changed. You can change which image (if any) is assigned to which user 
in the "Accounts" pane of System Preferences. If you don't like any of 
them, drop an image you DO like into the folder and then hit the prefs 
pane to use that image instead.
