It's a lie. You don't need Flash installed at all. From the Safari menu
bar, choose Develop > User Agent > Safari — iOS — iPad, and like magic
the videos will play. (If you don't see the Develop menu, go to Safari
Preferences > Advanced and enable "Show Develop menu in the menu bar"
first.) Some web sites stupidly assume that if you are browsing on a
desktop operating system like macOS, Linux, or Windows, you can run
Flash and blindly serve up Flash-based content. Yet those same web sites
will happily serve up HTML5 video content instead if they detect you are
browsing from a mobile operating system, since Flash doesn't run on most
mobile devices. You can blame the person who authored the web site for
this, since there's technically no reason they can't just use HTML5 in
all cases.
