The menu drops only when the cursor reaches the top of the screen. If 
an application window is at the top of the screen the various items at 
the top are easily reached if the cursor avoids being at the top of the 
screen. This is a feature that takes a few tries to get used to, but 
once one is appropriately conditioned application windows work well 
even when at the top of the screen.
