That won't do any good, since the repair permissions utility doesn't
look at the contents of the user's home directory (including ~/.Trash).

Before he tries any of that, he could do a File > Get Info on the file
in question and look at the Sharing & Permissions section of the Info
window to see what it says. He may be able to use the Info window to
give himself Read & Write permission, allowing him to move the file to
the trash.
