You cannot turn it on and off from there. The Mail icon will not show,
though, if Mail is not set as you default email program.

In Mail: Mail > Preferences > General Tab

Set Mail as the default email reader.

If you do not want to do this (say you use a different default!) you can
still drag and drop the PDF from its proxy icon to your Mail icon (the proxy
icon being the small icon next to the name of the file in the title bar).
This only works if you have not edited the file (or if you save it after you
edit it).
